Elevated latency and timeouts for a small percentage of traffic in US-East

Between 2:20pm PDT on 5/9/20 and 10:20am PDT on 5/10/20, a small percentage of traffic experienced elevated latency and timeouts to a single PoP in the US-East region. We have removed this PoP from service and we can confirm that all traffic in the region has returned to normal.
